Not sure if this is just confirmation bias in action but for anyone struggling, try out those other cores! Also BACK UP YOUR SAVE cause some cores use different save types and can make you lose yours. Sure enough, I boot up the game using Beetle GBA and get the Toppling March combo in ~10 minutes and get multiple 15 hits on Piggy Guys immediately. He also relayed a message from kogitah saying that they used Beetle on libretro. I asked Ness64 and he told me he never got one on mGBA either.
I thought maybe it was an emulator issue cause both Bizhawk and the RetroArch core i was using are both mGBA. I didn't test any other songs really besides Strong One (Masked Man) and that songs hit window is massive by comparison and I could easily just get a 16 going frame by frame.
